Latvia has committed to the Good Humanitarian Donorship (GHD) principles in agreeing to the European Consensus on Humanitarian Aid in 2007.

In order to implement and comply with the GHD principles Latvia provides humanitarian assistance in accordance with the principles of humanity, impartiality, neutrality and independence. Decisions on humanitarian aid are made on the basis of international need assessment. Latvia fully supports the central and unique role of the UN in providing leadership and coordination of international humanitarian action. Accordingly humanitarian assistance is provided mainly through UN agencies and ICRC.

Acknowledging the primary responsibility of states for the victims of humanitarian emergencies within their own borders Latvia also provides humanitarian assistance directly to the government of the affected country both in cash, and in kind.

Basic principles of Latvia’s Humanitarian Policy will be integrated in Latvia’s Development Policy Strategy for 2011-2015.
